Position Description Designs, implements and manages an assigned program. Typical duties can include but are not limited to: Identify funding opportunities, conduct program assessments, prepare program reports, oversee and manage program marketing and communications, manage program databases, supervise program staff, plan research activities, coordinate program events, participate in strategic planning, manage program files, establish program standards and objectives, direct logistical activities to promote the success of programs, develop and implement project timelines and ensures delaines are met, oversee program budget, ensure goals and objectives of grants are met, assists in proposal writing, comply and analyze program statistics.

Major/Essential Functions

  • The Program Manager for Export and Security Compliance reports to the Managing Director of Export and Security Compliance. The primary duties of this position will be Export Controls.

  • Reviews research proposals, awards, non-disclosure agreements, project scopes of work, and other relevant agreements and activities for export control language. Refers projects that need technology control plans to the Managing Director.

  • Maintains inventory of export controlled equipment on campus. Works with departmental safety officers, procurement, and ORS staff to identify equipment that is controlled under either Export Administration Regulations or International Trafficking in Arms Regulations. Assists the Managing Director in writing Technology Control Plans for those items.

  • Act as a liaison with faculty traveling internationally. Brief faculty traveling to embargoed or high risk countries.

  • Gathers needed information to draft Technology Control Plans, and provide training to research faculty, staff, and students working on controlled projects. Maintains records of citizenship and restricted party screening for individuals working on controlled projects. Monitors Technology Control Plans including access restrictions, both physical and IT related.

  • Screens end users, end use, and countries for exported technology. Coordinates with other campus offices to ensure compliance with federal immigration and cyber security laws and regulations.

  • Assist with training and outreach to the TTU campus community to build awareness of export control regulations and the related risks of non-compliance. Assist with training related to international travel and research collaborations. Help develop online resources for faculty and staff.

Required Qualifications Bachelor's degree and four years of experience developing or managing programs or projects. Additional job related education may be substituted for the required experience on a year-for-year basis.

Preferred Qualifications

  • J.D. Degree, background in engineering or scientific discipline recommended.

  • Experience working in an institution of higher education with the demonstrated ability to work with a diverse group of individuals.

  • Ability to research federal regulations and statutes (including ITAR, EAR, and OFAC regulations) and apply them in an academic environment. Ability to explain regulations to faculty and staff in plain English required.

  • Experience in military intelligence or industrial security a plus. Must be able to obtain a security clearance.

  • Evidence of excellent written and verbal communication skills required, with effective presentation and training skills.

Pay Statement Compensation is commensurate upon the qualifications of the individual selected and budgetary guidelines of the hiring department, as well as, the institutional pay plan. For additional information, please reference the institutional pay plan on the Human Resources webpage.
