Position Description Directs, plans, coordinates and supervises the operation and activities of a specialized unit or small department; develops and implements policies and procedures, administers the budget, organizes tasks and sets priorities. Serves as liaison with university personnel and community at large. Works under general supervision with broad latitude for initiative and independent judgment.

Major/Essential Functions

  • Serve as primary resource on general and research billing compliance issues for Lubbockcampus.

  • Schedule, plan and conductBilling Compliance Advisory Committee (BCAC) meetings; Chairs the BCAC meetings at the Lubbock campus.Provide accurate and completeinformation on government activity,educational activities,policydevelopment,billing risk areas, monitoring/audit results and corrective action at each BCAC meeting.

  • Monitor completion of new provider orientation and annual billing compliance education performed by the Billing Compliance Analyst. Oversee, review, revise and release (ACME, live presentations) billing compliance training materials annually. Present live training to requesting groups/departments as needed.

  • Regularly reviewCMS website,J4-MAC website, Texas Medicaid policies. Demonstrate knowledge of compliant documentation and coding standards. Research payer policies to accurately and completely address billing compliance questions. Participate in coding/billing educational programs and report relevant information to Supervisor.

  • Supervise Billing ComplianceAnalyst in duties to insure requiredactivities are performed in a timelyand competent manner. Meetroutinely with Analyst to remain knowledgeable of activities. Oversee activity byBillingCompliance Analyst to receive,document and respond to billingcompliance questions. AssistAnalyst as needed in researchingissues. Assist Analyst as needed in interacting with providers to inform them of new changes, risks and policies related to billing.

  • Oversee development and/or reviewof new and current billing compliance/research billing compliance policies and manuals,and provide input during development of billing compliance standards. Identify areas that may require written policies including those related to Research Billing Compliance.

  • Conduct risk audits as directed by Supervisor. Prepare timely and accurate written reports of findings. Conduct follow-up education; recommend and implement, as necessary, corrective action. Document pertinent activity.

  • Prepare annual written report on status of training, monitoring and auditing activity.

  • Prepare written reports on status of training, monitoring and auditing activities.

  • Assist in corrective action processes, to include additionaltrainingand/or follow-up audits. Maintain log of and track corrective action plans.

  • Active participationinthe development of the annual OIC risk assessment and subsequent work plan as related to identifying billing compliance risks and actions.

  • Maintains codingcertification.

  • Using the TTUHSC Performance Management site, conduct performance evaluations. Review/discuss evaluations with direct report staff, and submit completed evaluations to supervisor for approval.

Required Qualifications Bachelor's degree in related area required plus five years progressively responsible management experience. Additional education may substitute for experience on a year for year basis.

Preferred Qualifications

  • Billing and coding experience in a multi-specialty group practice and/or academic practice setting is preferred.

  • Five or more years of progressively responsible experience in a health care environment.

  • Billing compliance experience is strongly preferred.

  • Must be willing to travel, as needed.

  • Managerial/Supervisory and program management implementation experience strongly preferred. Ability to initiate administrative activities as necessary.

  • Excellent oral and written communication skills. Ability to write and present ideas and information in a concise manner.

  • Ability to work collaboratively with all individuals.

  • Must possess professional bearing, sound business judgment and persuasive skills.

  • Strong problem-solving skills, self-starter, ability to function with little face-to-face, daily supervision.

  • Ability to deal with stressful situations, works collaboratively to address complex and sensitive issues.

  • Excellent time management skills and attention to detail a must.

  • Knowledge of clinical research including Medicare coverage analyses and clinical trials, budgeting and federal guidelines/regulations pertaining to clinical research.

  • Knowledge of MS Word, Excel, and PowerPoint.

  • Must successfully pass a criminal background check, as well as not be listed on the HHS OIG, Texas Medicaid, GSA or any other government exclusion list.

Minimum Hire Rate 4413.92

Pay Statement Compensation is commensurate upon the qualifications of the individual selected and budgetary guidelines of the hiring department, as well as, the institutional pay plan. For additional information, please reference the institutional pay plan on the Human Resources webpage.
