Functions as the County's authoritative expert for all procurement activities and ensuring compliance with federal, state, and local regulations. Provides vision and leadership in administering the procurement activities of the County, including the County's inventory system and the disposal of surplus, confiscated, and abandoned property. Provides executive leadership, management and coordination of the day-to-day operations of the divisions and functions within the County Purchasing Office, both directly and through subordinate staff. Collaborative interaction with Elected/Appointed Officials, the public, vendors, and officials from other governmental agencies and the business community. QUALIFICATIONS: - Bachelor's degree in Public or Business Administration or related field from a four (4) year accredited university plus four (4) years of experience in government procurement. - Possess knowledge of purchasing laws governing the operation of the State and County governments. - Experience in property inventory management and control. - Professional certification as a public purchasing officer by a national purchasing organization or ability to obtain certification within one (1) year of appointment.
